To answer my own question: I downloaded the latest version of the game and it does appear to be up to date (i.e. on par with the Steam version). There’s a new scenario (Chicago in winter) and a few other minor changes. I’ll probably buy the DLC, though the £9 price is pretty steep - that’s nearly half the price of the full game. OTOH it does add a whole new department, so... I’ll think about it.
