I'm looking for some more open world games like Total Overdose that are on GOG. The game can either be a TPS or a FPS. I've already played the Fallout/Elder Scrolls games.
Saints Row series? If you managed to grab the SR2 freebie back in the day, you could try that.

Personally totally hooked on Mount & Blade. Not for you if you love good quests/missions. Maybe that was improved in later games.

Yep, saints row set is really the only near thing. Obviously if it was gog only then gta 3, VC, SA, and 5.

Total overdose was a pretty good game, shame they didn’t do a second one.
Does Driver parallel lines count?
But that is more driving than shooting i think, plus i never played this driver game i mentioned.

As most folks have already stated, you can't go wrong with the Saints Row series.
You might also try the Mafia series or the Gun game.
the saboteur is a good game

It was in development, but it got canceled. But they made a similar game for the PSP:

More Total Overdose info than you would ever want... sorry, couldn't sleep...

Yes, sadly Chili Con Carnage: Total Overdose never made it to PC.

An official sequel Total Overdose 2: Tequila Gunrise was being worked on prior to the bankruptcy:

Sadly the IP seems forgotten. Deadline games made the game but ScI published and had teh copyright. ScI was was incorporated into Eidos and then finally into Square Enix. So, with SE owning the IP the possibility of getting a sequel is probably zero. Too bad.

These are some good ideas!

However, I've also played the Saints Row series and The Saboteur on GOG.

I didn't know there was a Total Overdose 2 in the works. It's too bad it got cancelled.

Are there any other GOG games that are similar to Hostile Waters: Antaeus Rising?
