I COULDN;T PLAY CAUSE MY HANDS WERE SO HOT BY LAPTOP KEYBOARD. (PLAYED ONLY FOR HALF AN HOUR)

HERE'S MY LAPTOP(NEW ONE. BOUGHT 2 WEEKS AGO)

CPU INTEL CORE i7-5700HQ 2.7GHZ
GRAPHIC: GEFORCE GTX 970M
RAM 8GB

GAME WAS TOO SLOW SO I UNCHECKED VSYNC SOMETHING AND GAME SPEED WAS NORMAL SO I WAS ABLE TO ENJOY. BUT MY HANDS WERE SO BURNING BY KEYBOARDS AND CPU DEGREE WAS MORE THAN 85

I WENT TO GRAPHIC OPTION AND MADE EVERYTHING TO LOW
BUT STILL.....

WHY IS IT HAPPENED?

You might wanna take back your new laptop for service since the Caps Lock key seems to be stuck.
Try tinkering with the options for your processor and graphics card to prioritize temperature management vs performance. If you're still having problems with heat there might be a hardware problem (heat sink, fans, thermal paste etc). Also, tone down the caps lock.
Someone doesn't know how to properly cast Igni.
Really....?

Your problems are nothing to do with the game... laptops with high end CPUs/GPUs get hot.
If there's a problem then it's an issue with the manufacturer or your laptop... take it up with them

Or use a gamepad
Or invest in a cooler
What you need to do is take out the guts of your laptop and put them in a well ventilated desktop case.
Problem solved.

Caps lock was the first casualty. Soon the rest of the keyboard will join it in a big black sticky mess.
If your laptop is getting too hot, you could invest in a laptop cooler. My fiancee has one which was relativey cheap, but it does its job well.

or external USB keyboard / Mouse combo even.

...failing that, tape bits of stick to the end of your fingers.

Manufacturers build these laptops to ever higher specs, blissfully ignoring the fact that the second the system is actually put to the test is the very same second the thing spontaneously combusts.
If you go to power settings you can force the CPU and other power usage down...

However I'd say the real problem is you're trying to play it on a Laptop, which doesn't have good ventilation. If it gets too hot yeah you're likely to fry your laptop.

If you force off certain settings it might make things easier: No AA, Vsync, no shadows, low textures, low physics... etc.

Hmmm... i suppose you could try playing the game where it's really cold, like Alaska...or have dedicated hand blowing on your laptop to keep it cooler... But i'd say get a desktop more suited for such high demanding processing....

Almost most of the hardware is suppose to be the mobile/low power chips, so why they are generating so much is sorta curious...

even poundland ones do the job (especially considering the price) quite well (use them myself).

Indiana Jones had the right idea. Get in the fridge. That should keep the temperature down a bit.

The Witcher 3 is a graphically demanding game that wants your GPU and CPU to calculate a lot of things, that's why your laptop runs hotter than when you are just staring at an empty Windows desktop.

I can certainly hear the fans spinning up faster on the ASUS G75VW when running TW3, but the cooling is good enough to keep the keyboard cool. If your laptop is some smaller and tighter model that doesn't have as good cooling system, yeah I guess the keyboard can start to feel quite warm under heavy stress.

If the main problem is that the keyboard is too warm for you to comfortably use during TW3 play sessions, I suggest you buy any normal USB keyboard (or a wireless keyboard, I have a Logitech K360 and I love it, just the right size to keep with you with your laptop and pretty good touch) and connect it to your laptop. The extra keyboard will certainly stay cool all the time. Also make sure your laptop is on a solid surface (like a table) so that the ventilation is not obstructed.

Well, certainly laptops should be still designed to work reliably even under heavy stress. Running a demanding game shouldn't "fry" them, even if they indeed run hotter then. Especially as we are talking about a new laptop which shouldn't have dust inside obstructing the air flow.

Hmmm... Nah, it means we should move to ARM technology. Smaller and simpler instruction sets use less power, and produce less heat...

I remember watching a video on one of the fathers of ARM, who was talking about the whole process, and how they decided they wanted to use plastic because it was a lot cheaper for the chips, and to do that they had to design chips that used less than 1 WATT, which also meant they didn't need heat sinks. The results in comparison to other chips was astounding, while having the same (or better) performance vs other machines.

I think it's one of these two videos...

Source of your problem. Those high-end videochips are hot.
If you bought this, you definitely can afford a powerful gaming PC. You get more performance for same price without problems you mentioned.
