Many games that use .ogg files for musics have this problem in Windows 11 (Quake II and Outlaws for example; for Quake II i have to use Yamagi Quake II for now)
Finding nothing between Windows 11 and .ogg files being incompatible.
This could be caused by the Web Media Extensions which is part of Edge browser.

① There are two possible solutions to this problem. Update Edge or download the extension in its latest revision and install it.
② Remove the extension and make sure that a different player supporting the format is installed on your system. Left click on Start, Settings, Apps and Features, input Web in the search field and click on uninstall.
This is a different problem... that web extension cause only a slow loading of .ogg files in all folders


Outlaws and Quake II can't play any music... (and i say in-game)
Both games use a version of the ogg-winmm wrapper. One version is for example this here:

The following files should be in the game folders:

libogg-0.dll
libvorbis-0.dll
libvorbisfile-3.dll
winmm.dll

Maybe updating winmm.dll with a newer version works also for Windows 11. One user mentioned a newer version in the X-Wing and TIE Fighter forum:

Rename winmm.dll to winmm.dll.bak in the game folder and replace it with the winmm.dll in the zip file.
For some reasons i can't find winmm.dll in Outlaws folder... when i was using windows 10 there was... i don't know why that file was not downloaded with windows 11

edit: reinstalled just now, same problem, that file is missing


i think that all new downloads come without that file (i don't have tested offline installation for now)

I'm glad that I stopped having to worry about codecs some time back in the latter 2000s when I fully switched.
For some games files of the wrapper have to be renamed, e.g. Incubation uses the names sound.dll or audio.dll there, see here:

What confused me about Outlaws is an entry in the gogdb:

Which indictates that there is/was this file?

Does the music work with an alternative winmm.dll file? Then there is at least a fix for this.
There was...

You have selected 2.0 hotfix (that is latest official build) and winmm.dll is a separate file; in 2.0.1 and 2.0.2 build is not a separate file... so 2.0 hotfix it's broken...


edit: offline version has that file!!! So it's a galaxy problem, for now i recommend to use offline version

I'd always enjoyed installing CCCP (Combined Community Codec Pack) which covered nearly all of my needs. Though anymore i use ffmpeg to convert, since everything has moved to MP3,MP4,WMA,FLAC,AAC and OGV/OGM formats.

Though containers like avi can hold nearly any codecs it's getting rarer to find anything needing those.
(OP) winmm.dll is missing in Outlaws folder, a fix is needed... ( i have just downloaded that game)

Also Quake II musics are not working in windows 11(OP)

I am running Windows 11 also, and Outlaws works fine for me with in game music, winmm.dll is there and fine (make sure you have the latest version and that your AV is not deleting the file, also see the screenshot.) Also I just downloaded and installed the non-Galaxy version to try it.

Quake II in game music did not work though, but for me that's not a big issue as I use Yamagi anyway.

You didn't say that it was only Galaxy versions.

Yes that file is indeed missing from the Galaxy installation for Outlaws, so its not Windows 11 at fault it is GOG and they need to add that file to their Galaxy installers for now though installing the non Galaxy version and copying the file over seems to work.

Quake II however the music is not working, and the file is there.

Edit: You did say that upon reading the thread, i'd edit the OP and say its Galaxy only, also maybe PM a blue as support is huge as it seems to be something GOG needs to address.
