Why can't I play Obduction? Is there a setting issue?
It would be helpful to know what exactly it does when you try to load it. However I can say that your graphics card isn't up to the task. If the game did run, it wouldn't run well.

From those specs you most likely have a laptop or an all-in-one. And unfortunately, that means you won't be able to upgrade the graphics card. If by some chance it is a desktop, you could get a new graphics card and fix the issue.
