I never use Paypal either, so the question is why doesn't your card work, and if it doesn't work how are you going to get money - i.e. credit - into the account? Sounds like its a problem on your end here.
As I said above, and will re-phrase so no ambiguity, storing money - in the form of credit in your wallet - will just draw hackers here in their droves.
Believe the part about getting money into account was already explained: As Hunter's card is not one of the types accepted by either GOG or PayPal, it's a matter of borrowing someone else's credit card, of a type that does work, for purchases. This makes it quite impossible to buy stuff quickly, such as in insomnia or flash sales, and possibly rather tricky at other times too. With the possibility of storing a certain amount of money here, said card would be borrowed when convenient and then the money will be usable when needed.
And GOG is already storing money, as they give it to make up for those who pay more as a result of regional pricing or prefer to process refunds as store credit instead of actually sending back money, or you can just ask for it as store credit yourself. It'd just make it easier and allow to select the exact amount you want to store.
