The issue is not even "a single refund" under unfair conditions (almost 30h played or wasted) but the potential issue that those sort of customers may use their "refund policy" in a excessive manner over and over.
Of course there are a good bunch of customers "abusing" it, this is a fact. By buying a game you are going into a contract with someone else and the purpose of this contract is that it should be fair to both or all partys involved in some way. It will also mean having a "real interest" into a certain product, else the matter of "abusive behavior" is not that far away anymore. In this case, every side of the contract holder is allowed to end their buisness with the "other party", if it simply may start to become unfair or even abusive for one of the party involved. In extreme cases it would mean that the account could even be banned or simply all sales stopped. Surely hard to understand, some people are even trying to push it that far... just in order to have it their way, no matter the possible sacrifice. This is just very stubborn and in my mind a serious lack on the understanding how a contract is working. I mean, this is not rocket-science, it simply is common-sense; and some matters simply can not truly be expected nor is it any fair to one of the contract holders.
Of course customers can be affected as well by legitimate issues: Be it a high lack of transparency (not sure what you actually get), or huge technical issues which are beyond "usual risks" or "minor issues... for example non game breaking-bugs". But in this term, a few hours of gameplay or less than 2 weeks of "waiting time" for a huge bug to become fixed is surely sufficient. This is simply common sense and fairness, no need to go "number crunching" here or trying to fight for rights in a insane way.
If if got a real issue and i demand cash back with fair conditions (a few hours played and less than a few weeks passed) i am sure i will almost always get my cash back... however, so far i was able to solve any issues for the games relevant to me in some way; so i just never had the need. Some games with high risk of issues (look around, you may know those risks in advance... invest in your brain and eyes) i simply got for a discount, so even if i put them on the "hidden shelf", just not worth it to me... and some games even has been fixed at a later time... i was even happy i finally was able to play it properly. Usually, time is the most valuable thing for most of the humans, and my first priority is getting my stuff to run properly, not trying to "cut the cost" to the lowest level possible or even trying to "play almost for free"... this is rather sad and often a waste of precious time.
