I'm asking, is possible to add the "next page" button on the top of the library and not only at the bottom?
Yes.

Adalia Fundamentals allows this, I believe. It could be Barefoot Essentials. It could be done by gog, but why should they when there are community members that can fix their broken site at the user end without having to be paid? gog is looking more and more like an open world Bethesda game.

A valid demand.

Another example of such behaviour is the "What Did Just Update" thread. Community members are doing something which should be done by GOG in the first place. GOG invests time and effort to develop more superfluous features but fails to provide update/changelogs in an organised manner.
