One of the reasons i was willing to look into GOG was that i didnt have to start from scratch in terms of owning games. I have almost 200 games on Steam and read that if i use GOG connect that it will link available games. When i click on "refresh" to search for eligable games all i get is "NO ELIGIBLE GAMES FOUND" wich is impossible considering i see a game i have in my library on steam in the GOG marketplace. Am i missing something here? My steam account is set to public and everything.

You can only "migrate" your games from Steam into your GOG account on special ocasions.
Sometimes, during special sales, GOG will allow the "GOG Connect" by which you can add some of your Steam games into your personal GOG library. Please, bear in mind that not every game you have on Steam (which GOG also sells) will be available. Only certain games will be allowed to be transfered, if the game's publisher agrees.

GOG Connect only really appears during major sales and is usually limited to a couple of dozen games. Realistically, you aren't going to get 200x free games. That would pretty much put GOG out of business as everyone would just buy the Steam version and get two copies...

Please bear in mind that a GOG game is basically more valuable than a Steam game, since Steam games are tied to the service (you buy only a limited usage right) while GOG games (if you backup the offline installer - your responsibility) are basically "owned" by you and can't be taken away even if you get your account locked or GOG goes out of business.

So Connect is a marketing thing for GOG and they actually pay money for your license here (not as much as if you would buy the game again here I guess, but still). That's why only ever a few select titles are available for Connect, and mostly during big sales.

Your best chance is to keep a track of the site and "connect" games when they are available - and buy games that are available on Steam and here - here.
