So basically I was doing my regular GOG browse and for some reason this game I used to play a while back came to mind. I scanned the whole strategy section to no avail and I wonder if anyone else remembers this game.

I dont have a lot to go on but they are pretty unique features so I'm hopeful.

It was a classic RTS that took place in China. You trained soliders by sending your population into the respective barracks. I believe you captured or bred horses and then mounted your men on it. There was the super cool siege weapon which was some sort of a troop launcher with wings. I am almost sure this was early 2000's or 99'.

Any help would be greatly appreciated and I'm sorry I dont have more to go on.
"Wings" rang a bell:

You sure it wasn't this one: Battle Realms ?

Japan, not China but the gameplay mechanics sound very similar. Not sure about the troop launcher though.
Another one:
Dragon Throne: Battle of Red Cliffs
