Its a full fledged YouTube player complete with logins, as well as downloading videos or audio, etc. The tweet that announces this promotion says it for Windows 10 only.

EDIT: According to the app's own newsfeed, the price change of $0 is not available for Windows 8(.1) devices but for Windows 10 devices. If however you have a Windows 8(.1) device with the same e-mail as another Windows 10 device, you'll be able to download the app for free on said Windows 8(.1) device after claiming it for free on a Windows 10 device.
