dtgreene: Not in, but... That rule is actually ambiguous, because there are two commonly used date formats in which that date is valid. Perhaps you should clarify which date you mean? (For example, you could write out the month name in full.)
Incidentally, there was just an incident where the British press corp was locked outside the White House because the birthdates were submitted and interpreted in the wrong format.
Unfortunately, outside of engineering circles and a few other disciplines everyone else just uses whatever random format they want because "that's what we use here!". This is why we can't have nice things! :)
