I like to keep time, I don't have a Watch or a phone right now, so I depend on my PC.

But damn it for some reason it keeps resetting to an earlier time, I tried I everything, syching to internet time. Checking the Time Zones (and surprisingly they don't acknowledge Puerto Rico)

I right now its around 1:30 where I live.

Please tell me anyone how do I fix this?

Still it has to be either the time zone or the bios time. Or both. As it's a confusing mess when it comes to time. The Bios either has local time or UTC. The OS keeps time in UTC normally but then adjusts according to the time zone.

depends a bit on your version
system -> regional settings -> second tab place (or whatever) -> does it match with your location?
Mine keeps telling me I'm in Fort Worth Texas. The time doesn't really bother because I never pay attention to time, but that also means it's giving me the weather from Fort Worth.

You have no idea the nightmare of waking up in the north woods in late October, looking over at the monitor, and seeing "High of 80 today". :P

Is the date correct though, and does it get resetted to earlier time when you restart your PC, or while you are using your PC?

First I thought your BIOS battery is depleted on the motherboard (which would cause e.g. the clock and date to be resetted to the "original time" in the past which was set when that motherboard was manufactured etc.). I used to have that problem with one old PC, for some time I got by by letting Windows to update the date and time to the correct one with NTP after I had launched Windows, but at some point I went ahead and put a new battery there so that it would keep time (and date) also when the PC was powered down.

But if it is only the time which is changed, and it gets changed while you are running Windows... then it is probably something else. Try changing the NTP server from which you sync your clock, or something. Or wrong timezone setting etc. but apparently you have tried those already.

I'm surprised we aren't called little Mexico ;)

Anyway the problem is persisting but the Manage to find the correct time zone, at least I got that fixed, but the issues where it goes back 1 hour and staying stuck at the same time after I shut down the PC is still here.

Automatic (mis)adjustment for Daylight Saving Time (DST) problem perhaps?
I do remember I've seen misadjusted clock because DST-setting but it is pretty rare.

No diea what a dual boot Windows and I am using Windows 7 and not Linux.
I'm guessing Elmo isn't old enough to remember the good old days of the VCR and the seemingly never ending blink of "12:00". :P

I had VCRs in my household as a kid.

THe best ones where the ones that were built into a TV.

So much rewinding back to the beginning of a movie. :P

Oh, man, that was a classic! You could read something of the personality of the people who lived in a house by just looking at their VCR's clock. ;-)
If your OS time change on it's own, either your system can't sync up with one server, sync up with the wrong server and change the one it uses for some reason, or your bios (motherboard) is compromised

CPU destabilization due to over-voltage can also provoke speed up or slowdown of your OS timer, but usually of other programs at random too, and is noticeable

When a motherboard begin to have some problem of stability, usually the clock is one of the first thing to go, on my old motherboard every time i disconnected the power, my date where returning back to the 19th century

Yeah, apparently my system was thinking we where in the 1800. Turned out a power surge on my electrical line damaged the "clock" component of my motherboard, fun times, as it overclocked my CPU at random, literally

I played the first witcher at the time, and seeing Geralt and NPC speed up suddenly was somewhat amusing, and frustrating

On the positive side i never thought that old CPU could load games so fast, amazing really, sadly it also destabilized it, so i had to replace it
