How come? This is strange. The VC redistributables are removed somehow? Anyways, yeah, you need the VC redistributables. Go here and download the redistributables:
http://www.microsoft.com/en-us/download/details.aspx?id=30679
And then select both x86 and x64 options if you're on a 64-bit Windows (if not, choose only the x86 one), and install them both. If I remember well, this should solve the problem of the two missing DLLs.
This shouldn't happen with Windows 10 though, as the VC redistributables remained on the system for me after the update.
