Personally I find it the most fascinating to build a PC myself. I'd just order or purchase the components suited for my tasks the most. And then assemble it all myself! After all, this ability to make
your own computer is what facilitated the IBM PC's victory over all other computers of the time ("Commodore Amiga", "Amstrad CPC" et al.). :)
Oh, and the case to your liking, of course!
But to each his/her own, you might find it daunting at first, so getting the PC "prêt à porté" is totally valid. Alas, I don't know any reliable assemblers in your country, sorry.

That depends. Personally I won't use Windows in a foreseeable future, but yes, GOG is very Windows-centric. "GOG Galaxy" requires Windows (Linux won't do).
