Steam: ~10 MB/s
GOG: 0.5-2 MB/s

I have found this problem about week ago. It is not a big issue for me until I tried to download Witcher 3. It takes lot's of time to download it but looks like installation file was broken as the whole process restarted from the beginning. Has downloaded 2.4 GB of 38 for now and average speed ~1.5 MB/s.

I reinstalled Windows last week. Use desktop only for gaming. Installed apps: Windows 10 Home x64, Far Manager, 7zip, Steam, Gog Galaxy and games. That's all. Have no antiviruses, torrents or any other applications. No pirated games, no suspicious sites (only let's plays and walkthrough on youtube allowed on my gaming rig). But the problem was even before I reinstalled os.

Speedtest says that my speed to Kyiv based servers (where I'm located) is the same as to Warszawa. So the issue is not in networking. Does anybody else has the same issue?

It's not that easy. There are many providers and subnetworks in every bigger european city, it's always possible that some of them are clogged because of many possible reasons.
In fact, as I checked my dn speed and indeed, there is ~2 MB/s (20Mb/s) from GOG servers, the conclusion would be there is some kind of network problem around GOG or maybe with theirs servers right now. Though I can't tell how severe it is, as my home connection is 3MB/s (30Mb/s) only so it's not much big difference for me.

Some internet providers (Comcast for example) throttle sites and services as well, unless of course they pay the ransom (in millions of dollars). Services hit in the past include Dota 2 and NetFlix.

I'm not saying that's the reason in this case, but it's a possibility.

Looks like you are right. The issue is with GOG servers. For now 22:19 UTC time the speed is in range 9-11 MB/s. Maybe the most part of users are from Europe and GOG servers can't give good download speed for everybody at the European evening. So next time I'll download big games from GOG only at night.
