The whole thing is very confusing, because Twitter threads are a total mess. I see this as joking conversation between GOG and CDPR where they poked each other about lacking Linux support:

CDPR: We can assure you: it‘s not us. We are the driving force behind 'add Linux support for GOG Galaxy' though.
GOG: We thought we heard giggles upstairs like we were hosting a sleepover. Or was that you guys gleefully building the Linux ready version of Cyberpunk?
Then some added that they want CP2077 on Linux with Galaxy, and I think CDPR answered that it will never happen (may be because of Galaxy, or may be because of CP2077 - hard to say).
They had some fun, but it highlights a problem within CDPR / GOG in regards to Linux in general. Linux is not a priority, especially for CDPR who reversed course completely, despite first treating Linux gaming as a worthy market, when it was way smaller than it is today.
GOL Tweet was a response to them, to show that there is demand for their games on Linux, and for Galaxy too.
