Looked through the recent new releases and seems majority of them (quite a big one) seem to be either action,adventure (why is the new Torment game listed as an adventure?) or simulation (surprised me...!). GOG being biased or nothing new out there?.

Beats me. To be honest RTS and RPGs (or even TBS) tend to be large games so indies don't usually tackle them. And GOG still hasn't released the promised day one AAA game...
On the other hand, I wouldn't mind if GOG would convince large publishers to release their games here even with a time delay of a couple of years. So I'm still hoping for the old Mass Effect games :D
The situation is the same on other sites that sell games too. There seems to be a disproportionate number of platformers. While I enjoy those from time to time, I think the market is oversaturated with them. The reason is simple – they are probably the easiest genre to make, so they are the first choice of indie developers, even those who want to focus on the story.
Not that I don't agree that there have been an awful lot of adventure games lately (and just in general), but GOG's catalogue isn't exactly hurting for RPGs and strategy titles, either.

Straight-up action releases (decent ones, especially) seem fewer and further between overall, so I'm not gonna complain about several of those being released in a relatively short period.

GOG probably not biased. More probably it's just what they are offered.
RPGs and RTS games in general take a lot to create and balance. More so than the general indie dev could afford, unless of course they hit home run on Kickstarter, but that bubble burst a while back.

I blame this lack of more varied releases on market stagnation in terms of creativity and innovation. In recent years customers have been increasingly used their phones more and computers less for entertainment. This ultimately makes casual platformers that don't require a lot of attention to details or story a lot more intriguing. Since a person's attention span has gone lower and lower with each passing year as we are bombarded with a constantly increasing influx of information, less people dedicate resources such as time and money towards extensive video games.

Unless, of course, you're a big brand company and deliver products with quality on par of CDPR or have big marketing budget like Bethesda, you will be overlooked a lot.

So what could an entry level studio create in order to set a precedent in the market? Most of the time they will go for something really standard that will at least allow them to gather some experience.
As far as RTS games go, no proper game was released in the genre since 2008 except for StarCraft II. Everyone else either tried to mix it with MOBAs (AAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAA) or they thought they had what it takes to make a remotely good RTS, but failed to either grasp the concepts of the gameplay or made some completely bland bollocks.

Part of it has to do with a lot of the biggest RTS being locked up by their companies like EA and Blizzard with C&C and Warcraft or locked up by rights issues (Dune II/2000/Emperor, for example). I know I'd love a GOG bugfixed and modern compatible version of Red Alert.
Expeditions: Viking comes out tomorrow. Also on GOG's upcoming games are SpellForce 3, Elex, and Blitzkrieg 3. I'm eagerly awaiting many of them.

While I doub't any official source would call them that the recently released Saints Row 4 (& most likely Gat out of Hell) are closer to an RPG than a lot of designated RPGs.

RTS? The only good RTS is Imperium Galactica 2, and it is on GoG. So there is no need to release RTS games on GoG anymore!
Regarding RTS games, you have​ Cossacks 3, a decent remaster of the original one. Hopefully we will have "soon" StarCraft remastered too. :)
