If it weren't for Nicalis, I would say yes.

Thing is, however, that Nicalis is a bad company, and I would advise boycotting it, particularly given how they've treated their clients (like with the rights to Cave Story). So, think twice before buying from them, and if you're a game developer, don't sign any contracts with them; find a better company to work with.

Oh wow, i wasn't aware of this.

I don't plan on working with companies without reading the contract first, though. I'm also hostile to corporations, too, at this point.
Luckily, Studio Pixel has recently published Kero Blaster through Playism and they have a decent reputation - at least nothing bad so far besides their storefront closing.

The interesting thing is, i'm not sure how much of it was NICALiS. I saw that NIS was involved, too, and i've heard nothing good about them. They were involved in avoiding a major update to one of the games i had that got me to the point i didn't even want to play the game anymore, 'cause the update was a big deal.
Another JRPG that recently arrived on GOG is Edge of Eternity

Once again not made in Japan itself and it probably could use a little polishing, but I am playing it now and am definitely enjoying it.

Probably the same reasons most dev's put their games elsewhere.

01. Steam is the most popular PC gaming service out there, so....they are often brought there. There's your huge PC gaming install base and many dev's/pub's will just at the least put it over there.

02. Services like Steam and Epic have DRM allow on their games; it's an option. Many AAA's will...just use it. So, expect DRM'd games at top dollar (i.e. $50-70) pricing, as it is perceived, feels & seems more protected to AAA dev's & suits - even if it's just just to stop Day 1 piracy when games are sold at top dollar...or makes it look like it did that job.

03. Epic throws money & financial stuff at dev's (since they generate insane $ from Unreal Engine and Fortnite) and takes a lower cut by far on their service (Epic often takes 12%, while Steam and other services take around 30%), so that they make games go there - hence why Kingdom Hearts games are exclusive there right now and possibly why FF7 Remake might be exclusive there (we don't know for sure on that, but it was leaked that it's showing in the Epic Database).

03. Games on GOG don't always get the most sales and traction. They just don't get the sales for games like say Steam does, so...why put a game a here? If it ain't making good $ on GOG - then it's a waste of resource, time, and $ for dev's and pub's to put stuff here. It's always about the $.

04. Too many proprietary services on each platform. For old games - eh, this might not matter much; as Achievements, MP, and other stuff wasn't always a thing; so those might just get a basic release w/ no services on it. But newer games - we gamers expect Achievements; Cloud Support; Multiplayer Suites like Steamworks or GOG Galaxy MP; other stuff of that sort; etc etc. Steam has their own suites (Steamworks); and so does GOG (with GOG Galaxy). Steam-versions are inevitable b/c those get the most $ and units sold - so, more than likely, dev's will lean into those suites and make that version as the 1st version and/or the main version. So, when a game also comes to GOG - that means again, dev's have to re-work the game and create another version of the game to use GOG's services and GOG Galaxy suites - which means more $, time, resources, and man-power spent on all that stuff being worked into GOG's services.

05. Many dev's/pubs - especially w/ suits in the AAA space - don't want their super-expensive developed & ridiculously marketed games on DRM-FREE services like GOG, since it's a requirement to be DRM-FREE on GOG. Once the files are there in Day 1 (or before) when games are at their most expensive - if unprotected, expect piracy to possibly be more likely to happen.

TL;DR - It's all about the $.
