https://support.gog.com/hc/en-us/articles/212632089-GOG-User-Agreement?product=gog). Breaches of 11.1. are specifically called out in Section 17.2 as a material breach of the agreement, which could result in suspension or termination of the account in question.
GoG provide games DRM free. Please don't abuse the trust that GoG place in us as consumers by abusing the ability for these games to be illegally passed on to others as it damages their ability to provide games DRM free.

You could resell a license or licenses you purchased for a game. After selling it you must be able to transfer that game or piece of software and have to delete it and backup copies from your account and drive or drives. This isn't possible on Ubisoft, Steam, EA, GOG ... GOG doesn't sell keys, Steam does. Since you can't sell a key/license to access and play that game once activated nor transfer it to another person's account you aren't able to make use of it.
If it was possible to resell your license to anyone wishing to purchase, with or without an account, they would end up receiving an inferior product with no access to current and future patches, updates, DLC. Not to mention that without games officially added to their library, they wouldn't be able to enjoy Multiplayer (or single-player online content only accessible via Galaxy, Offworld Trading Company for instance) and no achievements.
If on the other hand it was possible to wholesale an account, which it is technically by selling your key and username to a third party, they would still not get to enjoy the full experience. Since it isn't possible to reset achievements that person will not be happy with their purchase.
To make use of this apparently legal option to sell a license an online shop would have to implement the necessary infrastructure to make it possible to resell within legal bounds. Unlikely that any one shop can be forced to introduce such infrastructure by means of law.
