Play a city-building game featuring ingenious animals, vertical architecture, river control, and deadly droughts. Timberborn is now available as the game in development on GOG.COM sporting a 10% discount until 21st September 2021, 3 PM UTC.

I put off purchasing new games due to a backlog of around 50 games, certain GOG decisions and whatnot.
But this game just checks so many boxes! Forests/Timber; Rivers; Beavers!!! The motto of one Faction is: ''Work hard, work hard'' ?! :D

I'm soo tempted of actually purchasing it. Off to work, will wait for some reviews to trickle in overnight, and probably will purchase in the morning. =]

And then I thought the game was a side-scroller with beavers involved. Kind of a Trine side-scroller. Well then, it's a hard pass for me.

It's a bit old, and not on PC, but might be what you're looking for...

Hadn't noticed it was removed :(, but it was my favorite demo of that bunch. Of course, my second favorite was Forgotten Fields and in that one a few months after release I hit two game breaking bugs, one of which looks like it was fixed but not updated on GOG :(, so you can never tell for sure. But the Timberborn demo seemed quite solid so I expect this one to be in good shape already so I am giving it a try. I also have Ostriv that has very slow development but worth the wait.
