If you have to download and install the steam client before you are even allowed to download the game, then it is not DRM-free.

OK, if you want to argue schematics, it isn't DRM free in that sense. But once you have obtained it, via whatever means floats your boat, _then_ it is DRM free. Better?

Would I prefer it truly DRM free on GoG or other platform where one can download without a client? Absolutely. But having already paid for it over 10 years ago I choose to redeem that purchase.
