Both GREAT games. Elex is a wonderful SP experience but gunplay is lackluster... much like gunplay in PB's Risen games. Outward is great, but it's a far better experience co-op.

Arguably, Jedi Academy would fit. There's player-usable magiv (called the Force, but it is really just magic renamed), guns, and at least one giant monster.

Tactical RPG: Fell Seal. (Not what you're looking for. Technically has your requests, but.)

I wish GOG had this game, but Night Watch would be a great cRPG of what you're looking for. It was based on an urban fantasy novel.

Edit: I guess AoW3 doesn't meet your criteria as much. Also for ToME, you'll need the DLC.

I still love both games :-)
