Oh, Okay! Space Empires 3 is an early Windows game.
Try right-clicking the game exe and 'run as administrator'. That should fix it.

Nice seeing someone still play Space Empires. I spent sooo much time in part IV. :-)

Range check error just sounds like a D error message from DMD. Course that would be because you are trying to access outside the range.

Though a range is effectively a better iterator structure... but not all ranges have array capabilities, so that's sorta out.
