I would split the forum from the store. There will be a new forum where every store customer can claim an account which is linked to the store account. There is a landing area for new users. There will be community moderators to guarantee a 24/7 moderation. Every developer is also the moderator of forum for their games. Every new member needs the approval of a moderator to have access to the rest of the forum. There will be an ignore function for users and a report function so that moderators can act quickly. Banning from the forum means that one user is put on the ignore list of every user. There you go.

Could you two main antagonists stop that, please? I mean, who cares how one reacts and what are his/her motives in doing giveaways, as long as (s)he doesn’t do any immediate harm to (me, or) anyone?
