You mean how does GOG? It's mainly if they can convince a publisher to release said game here.

They(supposedly) have a staff/team who picks through the submissions by new/current devs for indie/new titles and they determine(through some unknown criteria) what games people might want to see/buy here. I don't know about older games, though it might be the same deal combined with what is easiest to make NEW OS compatible/available with any extras that's highest on the community wishlist & has it's IP holders signed with GOG.
