In the reviews of this game people keep talking about changing the video resolution and other settings to make the game look and play better. However, when I go the settings menu in the game there is no resolution options to be found anywhere.

How are people changing things? Was there suppose to be a tool. I looked in the files and there was nothing.

There is a config tool. One of the GOG staff pointed at it. I do not know what or where it is as I do not own the game.
On Windows go to the Start/Windows button and navigate to the game folder and shortcut, there will be a folder called Tools. Open Tools and you will find Video Setting program.
Or run SWEP1RCR.EXE from the game directory with the param -v:

"SWEP1RCR.EXE -v"

You need a command prompt with admin rights to do that.

Or, with Galaxy:

"More" -> "Other" -> "Video Settings"
