no it's not that! i have a similar problem with old GPU on my old PC - if i plug or unplug something in the USB slots, like external hard drive or flash sticks, i get red pixels all over my screen. there are certain conditions which i don't understand and they create more or less pixels - like if i play video game, i get tons of visual glitches. but if i'm on desktop, less.. i fix this by restart.. it could be that my GPU is badly damaged.. similar thing happened on my previous GPU from 2011, i sent it back and got this one in warranty. but now old GPU is 2 old for warranty so whatever.. also my old GPU nvidia geforce 250 GTS is the one which screwed up a hard drive and i couldn't even format it anymore! wtf?.. :'( now i have nvidia geforce 1050 ti oc on this pc.. :-/
It could be damaged hardware, but what are you using as a monitor and how is it set up? I use a Sony Bravia 4K TV for my PC and there's an odd glitch where if I put Windows into HDR, going into fullscreen with an application, video or game can make it so there are random red pixels around the screen in black areas. It doesn't go away until I reset the PC, regardless of what settings I change on the TV. Also it also looks like the AIDA virus from .hack//GU but I'm pretty sure that isn't real. ;)

Maybe your power supply isn't powerful enough (or providing enough power) to drive every piece of hardware you have attached to your PC ?.

The same thing happens to me, also used to happen in the twitch.tv client previously but not now.
