Ancient-Red-Dragon: I disagree. The 10 series cards are not coming down. There is no reason why they will, since they are still in extremely high demand, and that isn't going to change. Nvidia has a total monopoly over the market and competes with no one except themselves, and they are using that as the basis from which to exploit their customers.

They deliberately priced the 20 series at extortionary scam prices so that people who are not rich will be forced to buy the years-old tech of the 10 series at around its full MSRP, even though it shouldn't be worth that much any more since it's old.

And this way, people are buying 10 series cards in droves for way cheaper than the 20 series, and are happy because they think they are getting a "deal," even though they are really not.

So Nvidia gets to offload all their old obsolete 10 series cards at full (or almost full) price, and also take in obscene amounts of money from the rich people who buy 20 series at outrageous insane prices. It's a win/win for them. But for consumers, it's a horrible situation.
I wouldn't call 1080ti obsolete by any stretch of the imagination. By what we can expect, the RTX 2080ti will have 30% more pure power than 1080ti at best which is nothing stellar. Ray tracing as of now is still more of a gimmick than anything widely usable. It will take years and probably the next generation of Nvidia GPUs to be able to make proper use of real-time ray tracing in games.

The prices will drop (they always have on new releases and the retailers have to counter the influx of used cards from previous 1080ti owners) but it will not be nearly as much as it used to be. But still, even a 10-15% discount would be huge (they still ask $900+ (after VAT, import fees and such) for a new 1080ti in my country).

Consider getting an RX 580 instead. Around $250. Can handle anything you throw at it in 1080p - except PhysX.
The RX 580, at best, seems to be slightly better than the GTX 1060. If he's considering the 1080 Ti, I doubt he's in the market for a mid-range GPU. And with that kind of hardware, he probably wants to play at 1440p or 4K.

Maybe he could find a good deal on a second-hand 1080 or 1080 Ti, if he doesn't mind buying used hardware. Prices for new GPUs are still bad, especially as Nvidia's new generation is overpriced and somewhat underwhelming. And who knows when we'll see more reasonably priced lower tier versions of the 20xx series.
