This is defiantly wrong. They are integrated near the end of the games development typically, and are easy as hell to remove or change in most cases if the source code is available.
This has less to do with DRM and more to do with small studios and not a lot of resources. It true some code might have to be changed or stripped out for a DRM free build but that's not really difficult. The hard part is trying to support both builds with a small team of developers who could be better utilized working on the game. Not to mention GOG does not help the process by making developers go through GOG to do anything on GOG, when compared to Steam who takes a more hands off approach and gives developers the tools to do shit themselves without Valve.
