https://en.wikipedia.org/wiki/Chromium_Embedded_Framework#Applications_using_CEF If they have N developers and they can work on a feature that benefits 30-90% or more of the userbase, the money spent working on that feature benefits many more customers and thus makes the software more useful, drawing more business to the platform versus allocating the same resources to developing a Linux client for less than 1% of users. It's a matter of allocating finite resources to projects/features that give the best overall benefits to the customer base as a whole, and to the company.
So it's not a matter of forcing anyone to use Steam, just logical business economics.

GOG was better years ago...
I believe everybody gets what they deserve. After they did the full transformation into Steams little buddy many will ask themselves why they use the little buddy when you can use the real thing. It's called "free global trade" which sounds good but means every little vendor and his product has to compete with the world. Well, at least it saves the customer from monopolistic prices a while until Steam inevietable wins the price war and they go belly up.
I hope they never do the full transformation though, but the day the "offline backup installers" are no longer available and/or the single player portion of the game is in some way crippled too, the time has come.
I really hope there are people at GOG who believe in this causality chain, but seeing "OMFG short time economics rules", I won't hold my breath.
There was a mix once. Back then higher groups did the economics but threw the lower groups some bones too (and in this case, no I don't mean a few free games, I mean keeping your principles). Today it's all greed on every level. See you at fallout IRL. If I don't hit the road before that lol
