Yup, I had that same problem. Took me an hour or so of aimlessly wandering back-and-forth before I got fed up and decided to check online just to find out it's a damn bug in the game. Luckily, I saved in the beginning of that chapter so I just fast-clicked my way back to that point in a few minutes time. You'd figure they would have addressed a show-stopper like that by now. =/

If you refer to the dutch, we have water, electricity and much more.
We dont have poluted water sofar, or any water tanks that are poluted or infected.
We do have a dangerous factory that pollutes the air with teflon shites.
