I don't want to buy it and yes Steam lets us to buy with $ and Darkest of Days is available in Steam for us for $29.99, anyway we are not in European Union because of that Steam is allowing us to buy with $ I think.

Well, as far as I know, Witcher shouldn't have any DRM (at least once its patched up to date). And SotS only asks for a serial key.
