Indeed, was talking about Wasteland Angel.

Bastion on GG is DRM free. So there is actually no serial that you would be able to even try to activate on Steam. I actually got it when I saw the deal.

It's a Steamworks game. No matter where you buy it, you have to play it through Steam.

Really, I've always thought Steamworks means it requires Steam to run. And I think he tries to avoid Steam, and the list you posted only list games that can be redeemed, but aren't exclusive (Mount & Blade, e.g.)

Edit: Torchligtht might be better example
