I played Act of War and I cannot remember any mechs. And what I really wanted was something like MechWarrior, although I would be happy with a good tactical game centered on mechs.

Wow, never expected that. For $19 though, I'm not sure if I'd be willing to go for that. The game was for Win95 meaning more than likely, there will be compatibility issues. I also only played the demo once and can't remember if it was any good or not. I do remember being able to jack mechs was an interesting mechanic though
Mechwarrior 4, i think they were giving it out for free with ads and stuff

The only tactical games centered on mechs that I know of are the two mech commander games, both of which are excellent, especially the second one. Also, there is Mechwarrior tactics but it seems like development on that might've stopped.
There is my favorite answer: Ultimate Knight Windom XP

It is 3D giant mech arena fighting game. In basic terms it works as the Virtual-On. The spin is that all mechs have names based on operation systems and codenames for OSs. You lock-on one of the targets then fire exactly toward that. The projectiles always has some short of homing ability (better or worse). Positioning yourself may help the projectile to hit.

There is 24 different mechs in the game, can be played to up to 10 players at the same time. It has an online mode too. Both mode can be played with bots.

The mechs are based on the popular Japanese mech shows such as Gundam, Macross, Evangelion, as well as taking some mech design from the Virtual-On too. Just compare Angelan from Virtual-On Oratorio Tangram and the Iris from Ultimate Knight Windom XP.
