Pherim: The Special Edition is mainly an engine update, there are no differences in content and very few in terms of gameplay, even most bugs are still there. On the bright side, most mods could be ported, as long as they don't rely on the Script Extender.
Most bugs? I thought all bugs are there. I was astounded at how some fetch quests can be completed via console commands. Classy!

Probably... and I'd guess a few new ones. ;) I'd never play without the Unofficial Patch, anyway.
