What is your GPU?
Did you try Fallout 3 crashes as its starts a new game d3d9.dll fix?

I can't install the patch because I have no clue how to mod and all the videos I've seen are either outdated, or unhelpful.
Also I downloaded DirectX and it still doesn't work.

I think helping OP with the issue here seems to be a better idea. And let him update his drivers first..
Integrated Intel chipsets are not supported, as stated on the gamecard.

To even try to run Fallout 3 with Intel HD GPU, you'd need a mod from here: https://www.nexusmods.com/fallout3/mods/17209/ but we cannot provide an official support for that.
I think it's far more likely to be iGPU related than CPU core affinity. According to PCGamingWiki, the GOG version already has the Multiple Core CPU Fix pre-applied:-

I had the same issue, but this mod fixed it and it worked absolutely fine.

Just download the file and follow the read me, you just need to copy and paste two files to two different locations.

AMazin how many people buy a game without carefully reading the specs.
Tha Falllout 3 ad here states it does not work out of the box on intergrated chip systems. Quite a few games don't. If you want to game n a laptop. you are well advised to spend the money on a dedicate video card.

The other gamer weirdness is automatically making the OS the villain.when it could e smething else. Windows gers the blame for things which video card drivers are to blame for.

The multicore issue with Fallout 3 is very much a well known issue and is easily fixed;in fact the GOG verson has the fix.
