I just searched for a game when a banner popped up saying "Don't miss your Welcome Offer Start your game collection with these special limited-time deals!" that linked to https://www.gog.com/en/welcome-offer?utm_medium=website&utm_source=big_banner&utm_campaign=welcome_offer_website&utm_term=big_banner

It has a timer on it saying 48 hours left.

That page says "The offer has expired Sorry, but this offer is no longer available."

1. What is this?
2. Why is it expired?
3. I've been a customer for a decade or so and I'm logged in, why do I get a welcome offer?

1. One of the site's many bugs.
2. The offer is either old. or it checks the account creation date and you're not actually eligible.
3. See point 1.

-80% for The Witcher 3 Complete is just the usual discount. If you don't already own it, you just need to wait a bit and it'll go on sale again.
The usual discount for Diablo + Hellfire is actually -20% not -15%.
I think it's safe to say you're not missing anything.

From the titles visible on the banner I already own everything that interests me. It can't be old, the countdown in the banner said 48 hours left. Guess it was just a glitch.
