In my wallet i got 23euros but i'm not in europe . Is it possible to convert to USD ? or to got a refund ?

You can set the displayed currency at the bottom of the page. I'm pretty certain this also changes what your wallet displays.
(I hope and assume it keeps track internally of the currency the funds were added in, so that when they change the currency conversion table, you don't actually lose money.)

II can only change the price but i dont have EUR i got only USD and when i purchase the game its say that i dont have any USD in my wallet

Sounds like you need to raise a support ticket.

Either that, or spend the wallet funds in EUR by changing the website toggle or when you return to Europe (I'm assuming you will as you list your origin as France).

Its what i did but with all these problems on Cyberpunk i thinks they have a lot of tickets so they will dont answer me soon lol

GOG Wallet is separate per currency and I am afraid that it's not possible to convert EUR to USD. You have to be located in Europe to be able to use your remaining Wallet funds :(
