Just wondering if there has been any discussion about the possibility of releasing emulated console games?
They're already here.

For example, many games published by Piko Interactive are actually ROMs bundled with mednafen.
Plus most of what Digital Eclipse has worked on. Also, Contra.

Not console but there is a few emulated ZX Spectrum and Amiga games as well. Everything is possible if all the rights are in one place and the owner is willing to do something about it. Forum discussion has little to no effect though.
And if it doesn't have to be a PC, if you like legally owning games on something that feels more retro, take a look at the Evercade. They released about 40 game collections so far, most of them with old emulated games (but also a few new indie titles), these are released on cartridges.You get to play them on real stylish retro devices.
The original Evercade handheld is not in production anymore, but the Evercade VS for TVs and monitors and the new handheld are great for that retro stuff.

Piko and other publishers who now also sell PC versions, started to do so on the Evercade first.
Our Retro Classix games on GOG were first available on two cartridges for that machine.
I would really like to see some snes games on here but I doubt it because Nintendo...
Earthbound comes to mind right away.
Donkey Kong trilogy also.

If you look on Steam, Golden Axe has been released for a while, which is just a genesis emulator and rom, and maybe a touch more.

Though i'd rather huge collections were released for like $10. Like everything NES, or everything Megadrive, or everything SNES... etc.
