Just wondering how this works exactly, because I purchased Witcher 3 yet it didn't count towards the total needed to be spent to unlock any of the games. I then purchased the Hearts of Stone expansion with store credit and this seemed to count towards the total. Is it store credit only or is it only on select items?

It should work for every game that's included in the sale. Imho you should create a support ticket about this.

I think that The Witcher 3 is expensive enough to hit several (if not all) tiers at once in most regions.

It did show itself with a 30% discount in the first day (and probably later), which is still enough for all 3 tiers.
From the "Extended FAQ" for the sale...

Every purchase on GOG.com counts towards your total, so you don't need to buy everything in a single order or on a discount.

Clearly, if the OP purchased Witcher 3 during the sale period, it counts.

You can find the "Extended FAQ" by clicking the little "More Info" button near the top of the page, then the Extended FAQ at the bottom of the new window...or here...
