I understand that it was removed in December 2015 per an earlier legal agreement, but why has it not returned to GOG? Was any official reason ever given? Also, does that mean it will only be available via Steam until further notice? I am simply curious.
Doesn't Gearbox have ownership of the Duke Nukem IP right now?
It's not available on Steam anymore.

Go ask Randy Pitchford.

The megaton edition was never sold here, that included Duke it out in DC and lifes a beach and nuclear winter with its own specially developed version of the JonoFDN3D source port.

The version sold here was just the regular atomic edition of the game packaged with dosbox, that was the one pulled from here on Dec 31st 2015, and that was due to a licensing issue with Gearbox, who took full possession of the Duke Nukem IP at that time.
Yo ho ho. Time to go sailing the digital seas.
The game is, generally, available again in a new version with an added episode and developer commentary. It's only on Steam though, one assumes because Randy Pitchford fears the DRM free. It also hasn't been in a good sale yet, otherwise I would own it.

The DC and Beach seem to be officially abandoned at this point. I would "sail the seas" for those, to borrow the phrase used above.
Is it possible to get the expansions working with the GOG version of Duke 3d?

I would imagine so, especially with how easy Windows 10 handles iso files. I'd suggest playing the GOG version within eDuke anyway though, which handles the expansions just fine.

Haven't tried. But, in conjunction with eDuke32, I used the Atomic Edition from GOG, along with the .grp files for the expansions from Steam, if that helps. Works wonders, and I don't have to deal with Steam in turn as a bonus.

Bookmark these two pages and go from there:

Anyway, too bad that Pitchford does not see the value in keeping the GOG version available, especially as Doom, Unreal, and many of the other 90s FPSes ARE available for purchase here.
