AWG43: Try to check the shortcut properties, there might be a target commands that force the game to launch with limitations.

As the temporary solution you can also check if the game uses 1 or 2 CPU cores and make it use more cores in Task Manager.
This did it for me. Wonder if there's a way to set it to all cores as default so I don't have to go into task manager every time I start the game?

This issue is also only present for me in the GOG version; the EA version and Steam version doesn't have this issue.
