Only on the bottom? That's a bit weird. What kind of monitor do you have?
Segregation. I'd bet you anything these black bars are poorly-stocked and ill-tended compared to the white bars.

Two ideas:

1. If you're talking about windowed mode, try a different graphic mode in the DOSBox Configurator. Some modes - surface in particular - have been known to leave a black bar at the bottom in windowed mode.

2. If you're talking about fullscreen mode, go into Advanced Settings in the DOSBox Configurator and make sure that "Keep Aspect Ratio" is checked.
