blotunga: Star Trek Armada 1&2, War Inc. When these come to GOG, I'll be happy.
Add to that Star Trek Elite Force
There is one I can think of: Lemmings! Great design and insanely addicting. It was of one my first PC games so it also checks the nostalgia box.
Hell yeah someone else remembers Dark Colony and Oni! Oni was a game way back when Bungie was known for way more than just their FPS games.

Descent 1, 2 and 3 were available on here but because of publisher issues they had to remove the games.

Wait. no Blade Runner & Discworld made the cult list?
Brothers in Arms series should be also on GOG platform. Very underated game series. Still waiting for 4th instalment.
1. Missing Monolith Productions games
- Claw (1997, mentioned in OP), Get Medieval (1998), Gruntz (1999), Sanity: Aiken's Artifact (2000), No One Lives Forever series (2000-2002, mentioned in OP), Condemned: Criminal Origins (2006), Condemned 2: Bloodshot (2008)
Possible reason: We know that No One Lives Forever series has serious IP rights issues, Condemned series is published by SEGA

2. Missing Metropolis Software games
- Reflux/RoboRumble (1998), Archangel (2002), Gorky Zero series (2003-2004), Infernal (2007)
Possible reason: Unknown. The studio was bought by CD Projekt in 2008, yet their only games on GOG are Teenagent (1994) and Gorky 17 (1999)

3. Missing JoWooD games
- The Sting!/Der Clou 2 (2001), Zax: The Alien Hunter (2001), Cold Zero (2003)
Possible reason: THQ Nordic should know

4. Missing Cryo games
- Hopkins FBI (1998), The Devil Inside (2000), Gift (2000)
Possible reason: Unknown

5. Missing Eidos Interactive games
- Fighting Force (1997), Beach Life/Spring Break (2002), Kane & Lynch series (2007-2010)
Possible reason: Square Enix

6. Pink Panther series
- The Pink Panther: Passport to Peril (1996), The Pink Panther: Hokus Pokus Pink (1998)
Possible reason: Unknown

7. Croc series
- Croc: Legend of the Gobbos (1997), Croc 2 (2000)
Possible reason: Fox Interactive?

8. Jazz Jackrabbit series
- Jazz Jackrabbit (1994), Jazz Jackrabbit 2 (1998)
Possible reason: Unknown

9. Rest of Humongous Entertainment catalogue
- Putt-Putt series (1992-2003), Freddi Fish series (1994-2001), Spy Fox series (1997-2001)
Possible reason: Pajama Sam sales?

10. Games from Japanese publishers
- Konami: Sillent Hill & Metal Gear Solid series
- Capcom: Resident Evil, Dead Rising, Devil May Cry, Onimusha & rest of Street Fighter series
- SEGA: Sonic series, Valkyria Chronicles, Binary Domain, Alpha Protocol, The Cave, Company of Heroes series, Total War series, House of The Dead series & SEGA Mega Drive and Genesis Classics
- Bandai Namco: Pac-Man, Tales of, Dark Souls, Dragon Ball, One Piece & Naruto series
- and so on...

11. Big Mutha Truckers series (2002-2005)
- What? The series was fun -.-
Adding one more Konami title:
-Shadow of Memories/Destiny (PC port by Runecraft)

And one Interplay title thats a guilty pleasure of mine:
-Descent to Undermountain

It still plays "fine" via dosbox but if gog could tamper with it some it would be a double dip from me.
Yes im serious about DTU :p
Seeing as many of these games have hundreds or thousands of wishlist votes, I think there's little reason to believe GOG forgot about them. The issue is always legal or technical. For instance, it's a safe bet that GOG would LOVE to have NOLF (especially exclusively for as long as possible), but legal issues are apparently preventing a re-release.

However, like Bouchart, I am surprised about some of the games that are missing here, especially DOS titles that should in theory be easy to bring, like Maxis Sim games.

Personally, I want more Humongous games, and I wish the Speedy Eggbert/Blupi games would have been accepted. I grew up with eGames-published titles (shareware discs) like Eggbert, Demonstar, Crazy Drake, Nebula Fighter, Star Miner, Wacky Wheels, Safari Kongo, etc.
Not sure if it's a 'cult' game, whatever that means, but I'd like to see "Secret Weapons of the Luftwaffe" from the LucasArts collection.

F4LL0UT: One I would add is Hunter Hunted

xordiw: Drakan: Order of the Flame (1999) really good fantasy action TPP, inventory, weapons, items, you can fly Dragon
Oh yeah. That was the game that refused to work on my system, and when I asked for technical support, their response was that I pirated the game (and I didn't feel like faxing them my receipt from Babbage's or whatever the game store was back then). My first truly bad reaction from crappy copy protection schemes. If this game were ever brought to gog, I'd probably boycott it, even if it's cracked. Somehow, I did eventually manage to get the game to work, but it wasn't worth it.
The Ripper
S.O.S. (Sink Or Swim)
GODS
Shakii The Wolf
Jill In The Jungle
Machine Hunter
Nocturne

One of my favorite games!
Take no Prisoners by Raven software

Never heard people talk about that game but it was so much fun. The original disc doesn't work on modern OSs though :(
