You can use innoextract to get the content from windows installers and then use it with either DOSBox or ScummVM. It does require some additional tinkering at times, expecially when DOSBox is involved (GOG has a very dubious way of writing DOSBox config files), but it's certainly doable.
Some of them are handled by game-data-packager, in Debian's "contrib" section, which will run innoextract for you and produce a .deb file.
