Regardless whether it was his son who bought them or not... I don't quite get the part where he is now afterwards trying to get those purchases refunded by Steam/Valve? Can't the congressman really pay up $1300 for games his son allegedly bought with his credit card, or is it a matter of principle?

I think he should just use it as a lesson, keeping his credit card more secure and not letting his son access it. Maybe he could also tell his son that those Steam purchases should cover his next 10 birthday and Xmas presents, so the son will learn something there as well.

I don't think that would've been possible. If I am right GOG doesn't allow credit card transactions for new users so he'd have to go through paypal so the credit card in his hand won't be as useful.

Half-right. GOG indeed doesn't allow credit card transactions for new users (less than 2 months). The restriction, however, only applies to giftcodes and not to personal purchases.
