Would it? Nobody can answer that except purely speculatively which isn't terribly useful. Could it? Sure. Is it likely? Not really, unless EA goes into receivership or something. But is it possible, sure anything is possible.

1) C&C2 can refer to Tiberian Sun or, if you're aligning towards the German nomenclature of the early titles, Red Alert 1.

2) Either way, they've been freeware for years:

- Command & Conquer (1995) was made free in 2007. Get a fan-updated version with the Covert Operations expansion pack here.
- Command & Conquer: Red Alert (1996) was made free in mid-2008 as promo for Red Alert 3. Get a fan-updated version with both expansions here.
- Command & Conquer: Tiberian Sun (1999) and its expansion Firestorm (2000) were made free in February 2010, prior to the release of Tiberian Twilight. Get a fan-updated version here.



To conclude, Command & Conquer on GOG? That'll be the day.

I agree that it is on the unlikely side of things for sure, but we have the first two Elder Scrolls games here on GOG as free gifts for any Bethesda title purchase, and they've been free downloads for years from Bethesda's own website (and I presume still are). So there is precedent for games showing up on GOG that are or were free downloads previously elsewhere. Another game that fits this bill, is Defender of the Crown, but I'm not surprised if there are other games here like that as well.

Still having said that, I still do think it is on the unlikely but not impossible side.
No, but you can stick it to EA though the power of F/OSS.
