Why do I get the feeling these graphics were done for the Game Boy Color, then ported to PC?

No, this would be more along the lines of the SG-1000. Even the Master System, Game Gear, and Lynx wasn't stuck with such garish colors. And the Game Boy Color had Shantae, a colorful game if ever there was one.
