I am trying the remember a city builder that required you to start with Plebs(specific class name).
i know this isn't much to go on. i wish i could put a video of my memory in.

Yep, has to be one of the Caesar games. They started with plebs.

sorry not this one...the ceasar games do not label the classes specifically. this game has the classes labeled. starting with plebs which you have to establish 1st and by itself. then in a separate area build the next level class.

Also in the game you can alos build over terrain(though i could be mixing this up from another game)
Round about when did you play it / when do you figure it released? Was it a 3D game? Ancient setting e.g. Rome?
Maybe Imperium Romanum or Grand Ages: Rome? Or the previous games in the series, such as Glory of the Roman Empire?

i believe the 90's, similar graphics to Caesar. the tutorial started me out placing pleb housing then starting industry, then placing the next class. i cannot recall the actual civ setting, though definitely ancient. plebs did not evolve.
could have been early 2000 as it would have been after Caesar 3.

Caesar 4 has Plebs then Equites and last Patricians but that game is from 2006
After Caesar 3? Then perhaps Zeus like tinyE said. Otherwise perhaps one of these games?
